In 1890, Japan strung up its first telephone line between Tokyo and Yokohama. Twenty years into the Meiji Restoration, the country was importing Western technology as fast as it could unwrap it. Telephones arrived. Nobody knew what to say into them.
The first attempt was "oi oi" — basically "hey, hey." Wealthy businessmen barking at operators. It went about as well as you'd expect.
The polite version, "moushiagemasu," was too long for the garbage connections full of static. Something shorter had to stick.
The guy who winged it
An engineer named Shigenori Katougi went to America in 1889 to study their telephone system. Someone asked him how Japanese people answer the phone.
They didn't have a way yet. He made one up on the spot.
He told them it was "moshi moshi." He brought the answer home. By 1902, female telephone operators had softened the phrasing into what it is today — phonetic drift shaped by the women who actually talked to people for a living. A national standard, born from a bluff.
What it actually means
It comes from "mousu" (申す), a humble verb meaning "to say" or "to speak." It belongs to the register of Japanese where you make yourself smaller out of respect for the listener.
"moshi moshi" isn't "hello." It's closer to "I'm going to say something.. I'm going to say something." A verbal bow. Words announcing that more words are coming.
The doubling was reliability engineering. Phone lines in the 1890s were awful. Say it once, it might not land. Say it twice, now you're talking. The repetition outlasted the bad connections and became ritual.
The foxes
This is the part I love.
Japanese folklore has kitsune — shapeshifting fox spirits from very old mythology. They take human form, mimic voices, impersonate people. Genuinely dangerous tricksters.
But they can't say "moshi moshi."
Legend says a kitsune can get out one "moshi." Maybe. But the doubled phrase trips them up. Same with ghosts. Same with yokai. A single "moshi" trailing off into silence was a bad sign. The full phrase was your proof the voice on the line was human.
Kunio Yanagita, the folklorist who built the field of Japanese mythology studies, documented this. The bakemono had a specific weakness, and it was a phone greeting.
Nobody knows which came first. Did the folk belief attach to the word because it was already being used on phones? Or did the operators pick "moshi" because it already meant "prove you're not a demon"? The histories are knotted together. By the time phones were everywhere, "moshi moshi" meant both things at once: I'm here to talk, and I'm not a fox.
